The ESM is looking for a Senior Procurement Officer to join and strengthen the ESM`s procurement function as part of the Commercial Legal and Procurement team (CLP). CLP`s mission is to ensure the ESM has the facilities, goods and services it needs to deliver on its mandate, in line with the ESM’s Procurement and Outsourcing Policies.

This position involves, among other things, strategic procurement advice and planning and the management of procurement procedures for the acquisition of goods, services and works according to the ESM Procurement Policy, including new and complex procurement procedures.

KEY ACCOUNTABILITIES

  • Manage autonomously procurement procedures for the acquisition of goods, services and works according to the ESM Procurement Policy, including new and/or complex procurement procedures;
  • Provide autonomously strategic procurement advice to internal stakeholders, make recommendations, resolve issues and improve operations;
  • Advise stakeholders on the ESM Procurement Policy and other relevant ESM policies;
  • Manage autonomously the multi-annual procurement plan for assigned business areas and contribute to the ESM-wide procurement planning and reporting;
  • Contribute proactively to knowledge management and the enhancement of internal processes, tools and templates;
  • Prepare and publish procurement documents on the Tenders Electronic Daily (TED) website;
  • Communicate with candidates and internal stakeholders throughout the procurement procedure, in a clear and concise manner, providing sound and expert advice as needed;
  • Organise, coordinate, and support evaluation committees;
  • Notify (un)successful candidates and provide debriefings to unsuccessful candidates for procurement procedures;
  • Conduct commercial negotiations with service providers;
  • Support business units with the drafting of technical specifications and pricing terms;
  • Obtain approvals of tenders and signature of contract according to applicable internal processes and policies;
  • Develop and promote awareness and best practices regarding sound public procurement across the ESM;
  • Collaborate closely with Procurement Officers, Legal Counsel and other colleagues in the team and across the ESM and at peer institutions to facilitate the above responsibilities and strengthen relationships and networks;
  • Handle administrative tasks related to the above responsibilities.

KEY BACKGROUND & EXPERIENCE

  • Advanced university degree in a relevant field;
  • A minimum of eight years of work experience in a relevant field, preferably including professional experience in the procurement department of an institution, body, agency or authority of the EU or an EU Member State, or an international financial institution (IFI) or another international organisation;
  • Good understanding of the international institutional framework;
  • Strong knowledge and understanding of procurement matters, preferably in the fields of information technology, facility management, human resources and consultancy services;
  • Excellent track record in the preparation of procurement documents (such as Contract Notices and RFPs) and the management of procurement procedures and commercial negotiations;
  • Excellent track record in assessing commercial and compliance risks within procurement and in developing appropriate solutions;
  • Ability to autonomously complete difficult assignments and projects and independently respond to inquiries and requests from senior management;
  • Excellent oral and written communication skills in English, including the ability to draft clear and concise evaluation criteria, pricing terms and technical specifications as well as the ability to explain complex procurement matters clearly and concisely to non-experts;
  • Any additional EU language would be an asset.

APPLICATION PROCESS AND PRACTICAL INFORMATION

  • Contract duration: Four years, with possibility of extension;
  • Place of employment: Luxembourg;
  • Current working arrangements: possibility to work remotely, usually up to two days a week, from Luxembourg and the border region (or from further away under certain conditions).
