We are currently seeking to reinforce Cedefop experts’ team working on supporting national and EU policy-making by providing new evidence on skills and training provision, including continuing professional development (CPD) of VET teachers and trainers; facilitating knowledge sharing and peer learning; and improving quality, relevance, use, and dissemination of data on VET, adult learning, and skill development.

Suitable candidates may be involved in public policy and data analysis to help design and implement VET and VET-related policies: (i) for young people to prepare them for their future work and learning; and (ii) for adults to continue their learning and progress in their careers and the labour market.

Candidates with either a quantitative or a qualitative/policy analysis background are encouraged to apply.

With this vacancy notice, Cedefop first aims to fill three posts in the Department for VET and Skills (DVS). Other candidates placed on the reserve list of suitable candidates may be offered an expert position with Cedefop as the need arises in the Agency.

Key responsibilities of the position

As key expert in public policy and data analysis you will have the opportunity to:

  • produce state-of-the-art analysis on trends in skills, education and training and translate it into insights and advice to inform EU policies;
  • think critically and conceive new ideas;
  • draft policy reports, briefs and booklets and author own publications in Cedefop Working Paper series;
  • work autonomously vis-à-vis your own tasks and collaborate closely with other Cedefop experts in multidisciplinary teams;
  • engage in peer reviews and contribute to project design and implementation;
  • present Cedefop work and network with stakeholders and other top-notch experts in the fields of Cedefop work;
  • prepare tender specifications for call for tenders;
  • manage budgets and projects implementation by external contractors.

Eligibility

Based on the requirements of the regulatory framework, for your application to be considered eligible, you must fulfil all the following requirements on the closing date for submission of applications:

  • Nationality: Be a national of one of the Member States of the European Union;
  • Citizen rights: Enjoy full rights as a citizen;
  • Military service: Have fulfilled any legal obligations concerning military service;
  • Physical fitness: Be physically fit to perform the duties relating to the post;
  • Education: have a level of education which corresponds to completed university studies of at least 3 years attested by a diploma;
  • Only diplomas that have been awarded in EU Member States or that are the subject of equivalence certificates issued by the authorities in the said Member States shall be taken into consideration;
  • Language skills: Have a thorough knowledge of one EU language and a satisfactory knowledge of another EU language as required for the performance of the duties.

Preselection criteria specific to the selection procedure

Exclusion (yes/no) preselection criteria

For your application to be considered further, you must meet the following criteria:

  • a university degree in economics, sociology, education science, statistics, public policy or political science;
  • English (8): level C1 in all dimensions as per the CEFR.

Only if your application meets these two Exclusion preselection criteria it will be assessed against the scored preselection criteria listed below.

Scored preselection criteria

The scored preselection criteria consist of essential and advantageous criteria against which your application will be assessed.

Essential preselection criteria

If you do not meet the minimum requirements and thus score 0 on the essential criterion below, your application will not be considered further.

  • at least 2 years work experience in the past 10 years, conducting qualitative and/or quantitative research in public policy and data analysis relevant to Cedefop’s Strategic area of operation 2: Valuing VET and skills.

Advantageous preselection criteria

If you do not meet one or more of these criteria, listed in order of priority, this will not lead to exclusion; if you do meet them, this will have a favourable effect on the overall assessment of your application and thus on your chances of being invited to the next stage of the selection process.

  • authored publication(s) assessed on the basis of their relevance to Cedefop’s area of work: Strategic area of operation 2: Valuing VET and skills:
    • You can upload up to 3 relevant publications. In case of co-authored publication, please declare your specific contribution as one of the authors.
  • experience working as staff member in an EU Institution or other public international organisations;
  • advanced university degree (EQF Level 8).
