Based at our Brussels office, on a 3-year contract you will join our Acquisition team, of about 70 professionals. The team is responsible for interacting with NATO Committees and Industry of 29 NATO nations on all procurement procedures and contractual issues. In this role, you will supervise a team of senior contracting experts using your influencing and judgement skills to negotiate the highest level of standards and best value across our portfolio of current and future suppliers. You will be an expert in contract management and will be expected to advise the Director of Acquisition on the full range of contractual issues from solicitations, contract awards to contract management.

Role responsibilities:

Contracting Office Performance:

  • Plans, manages, implements and controls all contracting activities including the Acquisition Procurement Plan and Standard Operating Procedures;
  • Manages Contracting Office performance, administration and day-to-day oversight including driving continuous improvement and increasing productivity;
  • Interrogate and analyse acquisition data to establish status, problems and concerns regarding all contractual activities including management of risk register, issues and ad hoc reporting.

Policy and Procedures:

  • Reporting to the Director of Acquisition in a senior consultative capacity; managing and improving procurement policy and procedures in accordance with NATO rules and regulations;
  • Board member for Contracts Award Board and the Chairman of the Restricted Contracts Award Board;
  • Signs contractual documentation entering into legal obligations including review and endorsement of sole source procurements.

Contracting Service Delivery:

  • Defines Contracting services key performance control and targets;
  • Controls full procurement lifecycle and reporting across the portfolio of suppliers.

Supervising duties:

  • Direct supervisor for approximately eight Principal Contracting Officers and a wider team of 60 contracting officers and administrative staff;
  • Monitors resources against workload, proposing resource allocation and workforce changes as required;
  • Builds a high performing Contracting team through ongoing team development and training.

Qualification & experience required:

  • Master’s degree or higher in at a nationally recognised/certified University in a relevant discipline (e.g. Business, Law, Economics or Public Administration etc.);
  • 10 years’ experience managing a large team of procurement experts;
  • Significant procurement experience with exposure and practical work in a varied area of contracting; ideally for large, software intensive systems;
  • Excellent organizational and problem-solving skills, including prioritisation and consensus building;
  • Excellent communication and influencing skills, able to adapt to different audiences and present clear, articulate information effectively;
  • Knowledge and experience of development, management, acquisition and/ or implementation of major communications, computer, command and control, or intelligence (C4I) systems or programmes;
  • Experience in implementation and use of automated tools (Enterprise Business Applications, Financial Systems);
  • Knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
