Coordinate loans that change lives.

Do you have sound experience of banking, project financing or financial management within an international organisation, development body, bank or engineering, construction or consulting firm? Are you well versed in financial statements, capital markets, lending practices and budget processes? Then you can play a central part within our Projects Division, which administers social investment programmes that transform lives every day.

Bringing together 43 member countries, the CEB finances and responds to emergency situations and actively enhances the living conditions of the most disadvantaged groups. Strengthening social cohesion and building thriving communities in Europe, we drive inclusive growth, bolster economic sustainability – and create exceptional careers.

In this key position, you will proactively identify opportunities to finance projects that add significant social and environmental benefits within a target country. This will involve building capacity with national and local authorities and the public and private sectors, drafting proposals and legal documents, managing disbursements and coordinating implementation, so every day will bring different challenges. At the same time, you will represent the CEB at workshops and conferences whilst selecting and managing consultants, so you can expect an extremely high profile.

To join us, you should bring:

  • Deep knowledge of diverse business sectors, legal issues and technical requirements for making loans;
  • A good understanding of development banking;
  • Considerable initiative, tenacity and drive;
  • Familiarity with procurement processes and risk management;
  • Excellent command of either English or French, backed by a working knowledge of the other language;
  • Finally, experience of blending loans and grants would be very useful, as would exposure to Central, Eastern and South-Eastern European countries.

Applications should be made in English or French using the Council of Europe Development Bank online application system before the deadline of 12 January 2025, midnight Paris time. Please mention the job board when applying.
