Your role

In this role, you will be part of the European Heat Pump Association’s policy team and responsible for our work on EU energy policy. You will line manage three people and report directly to the policy director. The team works on a wide range of topics such as ETS, renewable energy and energy efficiency policies, energy prices and taxation, digitalisation and flexibility, energy system integration, industrial electrification and national implementation.

Are you a strategic-minded EU energy policy expert with line management experience? As Head of Energy Policy you will be primarily responsible for coordinating this team, supporting them to strategically develop, prioritise and deliver the policy priorities of the organisation.

Coordination & strategy

  • Develop strategy in close collaboration with the team, the policy director, director general and other managers.
  • Prepare, shape and review the association’s strategy and work programme with regards to EU affairs and advocacy.
  • Provide strategic advice to members on EU energy policy, regulatory developments and advocacy opportunities.
  • Lead and coach a diverse team of public affairs professionals and support their further professional growth.
  • Propose and lead advocacy campaigns, reports and policy briefings.

Advocacy on energy policy

  • Drive EHPA’s advocacy work ensuring that the association’s strategy is translated into impactful initiatives by monitoring regulatory and political developments of relevance to the heat pump sector in Europe.
  • Monitor and analyse EU energy policy with a focus on ETS, energy prices and taxation, flexibility and digitalisation of the energy sector, energy system integration, industrial electrification, the fit for 55 package.
  • Build strong relationships with the association’s members.
  • Build and maintain a long-standing relationship with relevant policy partners and counterparts, within the EU institutions and beyond.
  • Represent EHPA at meetings and events; delivering high level speeches and participating in regular panel discussions.

Your profile

Minimum requirements

  • A university degree in political science, law, economics, business or related fields.
  • A minimum of five years of experience in an energy policy advocacy role.
  • Demonstrated knowledge of strategic leadership in lobbying strategies, and in energy policy.
  • Excellent interpersonal and organisational skills, eager to guide and support a team, with a minimum of three years managing people.
  • Full working proficiency in English and at least one other EU language.
  • A proven track record in drafting position papers, analysis and briefings.
  • In-depth understanding of EU institutions and decision-making processes.
  • Extensive experience in public affairs, with a demonstrated ability to develop and implement effective advocacy strategies.
  • A confident, calm, practical and hands-on attitude with openness to work on diverse topics and tasks.
  • Strong networking skills.

Ideally the head of energy policy will have

  • Experience with and understanding of energy policy with a specific focus on heating and cooling.
  • Expertise in at least one of the following topics: carbon markets, industrial decarbonisation, the Fit for 55 package, flexibility, digitalisation of the energy sector.
  • Knowledge of the technical functioning of heat pumps.
  • Strong leadership skills.
  • Established network of contacts in Brussels.
  • Experience in managing a team.
