The EIB, the European Union's bank, is seeking to recruit for its Chief Financial Controller Directorate (CFC) - Financial Reporting and Accounting Department (FRA) at its headquarters in Luxembourg, Head of Bank Reporting Division* (BRD).

This is a full-time position at grade 7 for which the EIB offers a permanent contract.

Purpose

Banking Reporting Division plays a crucial role in preparing the EIB's statutory financial accounts and regulatory reports. You will lead the charge in ensuring our financial accounting and reporting activities are top-notch, driving excellence and accuracy in everything we do.

Operating network

In this leadership role you'll report directly to the Head of the Financial Reporting and Accounting Department within the Chief Financial Controller Directorate.

As the Head of Banking Reporting Division Division (BRD), you'll collaborate closely with other Division Heads and managers across the Bank, fostering a cohesive and dynamic working environment. Additionally, you'll engage regularly with key external stakeholders, including the European Commission, consultants, and other service providers, expanding your professional network and influence.

Accountabilities

In cooperation with the Head of the Financial Reporting and Accounting Department, the Head of Banking Reporting Division has the following responsibilities:

  • Strategize and Lead: Set the Division's strategy, objectives, and work plans to align with the Directorate's goals;
  • Oversee Operations: Plan, organize, and supervise Division activities to ensure timely and accurate delivery of objectives, fostering cooperation across teams and stakeholders;
  • Empower Your Team: Build, motivate, and develop your team, driving a culture of continuous learning and knowledge sharing, and leading talent management initiatives;
  • Shape Accounting Principles: Contribute to defining and implementing the Bank's accounting principles and rules, ensuring accurate information flow to stakeholders;
  • Resource Management: Establish and manage resources to implement EIB accounting and reporting principles, ensuring robust controls over business and accounting cycles;
  • Financial Reporting: Ensure timely production of financial reports in compliance with accounting standards and manage the audit process;
  • Expert Advice: Provide recommendations on accounting practices for new activities and initiatives, aligning the Bank with industry best practices;
  • Representation: Represent the Bank internally and externally, maintaining and developing relationships with the EU Commission and other key parties.

Qualifications

To be successful in this role you will need:

  • University degree degree (minimum an equivalent to a bachelor) in accounting, finance or related fields;
  • Internationally recognised professional accounting qualification (Chartered Accountant or equivalent) would be considered as advantage;
  • At least 10 years of relevant experience in accounting in the financial industry;
  • Thorough knowledge and application of International Financial Reporting Standards (IFRS) and European Accounting Directives;
  • Experience of managing and coaching staff, ideally in multicultural environments or international organisations (e.g. contribution to: determining team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback);
  • Thorough experience in managing external audit processes;
  • Proven track record in obtaining efficiency gains in an accounting function;
  • Some knowledge of the EIB mission and its third party/mandate activity;
  • Excellent knowledge of English and/or French** and solid knowledge of the other language. Knowledge of one or more of the languages in which the Division operates would be an advantage.

As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
