1. EUSPA AND THE HIRING DEPARTMENT

Security of the EU Space Programme is one of the core tasks of EUSPA. The Security Authority Department provides the security expertise in order to (1) ensure that the components of the Space Programme are defined, implemented and exploited securely, (2) achieve successful security accreditation of the components of the Programme, (3) ensure a wide, secure and sustainable use of the services provided by the different components, (4) ensure the protection of classified information throughout the Agency and in all its premises.

The Local Security Office (LSO) of the Agency’s Headquarters is part of the Security Authority Department. It implements and monitors the correct implementation of the Agency security rules within the sites located in Czech Republic, manages the Agency’s Central EU Classified Information Registry and cooperates with the Local Security Offices of the other Agency’s sites.

The position requires permanent relocation to the Agency’s Headquarters in the heart of Europe - Prague - a location with excellent connection to numerous major European cities. The capital of the Czech Republic, on the banks of the Vltava River, is famous for its cultural life, renowned musical life, historic buildings, magical bridges, and recognized museums and monuments.

2. TASKS AND RESPONSIBILITIES

The Security Authority Department is looking for a Registry Control Officer (RCO) who will contribute to the security of the Agency Headquarters, including physical security, document security and personnel security in compliance with the Agency’s Security Rules.

The jobholder will be entrusted with the following main tasks and responsibilities (or relevant subset):

  • Maintain the registry of EU Classified Information (EUCI): by ensuring that (re)production, receipt, dispatch, archiving and disposal of every copy of each document marked CONFIDENTIEL UE/EU CONFIDENTIAL and above are recorded in the register, including:
    • Establish a database of classified documents (CONFIDENTIEL UE/EU CONFIDENTIAL and SECRET UE/EU SECRET) and enforce the access rules;
    • Mark and register classified documents (both paper and digital formats);
    • Assign, pack, distribute, dispose and archive classified documents according to the Agency Security Rules (equivalent to the European Commission’s Security Rules; for Management of Classified Information (Commission Decision (EU, Euratom) 2015/444) and the relevant internal policies;
    • Periodically conduct an inventory of classified documents and review the need to maintain the classification of information or to destroy the relevant documents;
    • Assist other team members during security inspections.
  • Advise staff on the handling of EUCI;
  • Act as a courier for classified information, when needed;
  • Support the maintenance of the legal framework for handling and exchange/sharing of EU Classified Information;
  • Support the development and the maintenance of EUSPA contingency plans;
  • Support the monitoring of the physical security of the communications infrastructure, network assets and database infrastructure for indications of internal or external violation of the system;
  • Ensure that good security practices are enforced at all times at the Agency’s Headquarters, working closely with the Local Security Officer (LSO) and with other departmental teams in resolving potential security issues;
  • Carry out checks on compliances and recommend appropriate control and rectification measures on non-compliances in accordance with the Agency Security Rules;
  • Contribute to the implementation of business continuity plans of the Agency in areas related to the main responsibilities;
  • Assist, in collaboration with the HQ LSO, in internal security investigations and report on security violations and other security events/incidents within the Agency contributing to the Agency Risk management activities;
  • Coordinate activities with the RCOs of the other Agency’s sites and be a part of the Agency RCO network;
  • Support the quality management system of the EUSPA for what concerns the activities related to the Security Authority Department;
  • Act as a Crypto Custodian, provide support/back-up to crypto tools and keys registration, distribution and generation;
  • Liaise with other EUSPA departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management, when needed;
  • Take on additional tasks as required in the interest of the service.

The RCO shall be available for regular stand-by duties outside normal working hours (availability by phone with readiness to come back to the site within predefined elapsed times that will be established to meet operational requirements). The duties associated with such stand-by duty shall be of a nature similar to those of the main duties of the post but will also include a wider set of activities aimed at ensuring the security and technical availability of the site focusing on feared events and their related initial reaction procedures.

The RCO may also act as a backup for other posts of the Headquarters Local Security Office.

3. ELIGIBILITY CRITERIA

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

  1. Have a level of education which corresponds to completed university studies5 of at least three years attested by a diploma and appropriate professional experience6 of at least one year after obtaining the final diploma;
  2. Be a national of a Member State of the European Union, Iceland or Norway;
  3. Be entitled to their full rights as citizen;
  4. Have fulfilled any obligations imposed by the applicable laws concerning military service;
  5. Meet the character requirements for the duties involved7;
  6. Have a thorough knowledge of one of the languages of the European Union8 and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of their duties;
  7. Be physically fit to perform the duties linked to the post9.

4. SELECTION CRITERIA

All eligible applications, according to the afore-mentioned criteria, will be assessed against the requirements listed below solely based on the information provided by the candidates in their application.

The Selection Board responsible for this selection will determine the criteria to be assessed in the various phases of the selection procedure (assessment of the application forms, interview and written test) prior to being granted access to the names of the applicants.

Professional experience and expertise

  1. Proven experience in handling classified information;
  2. Previous training and/or experience in the role of Registry Control Officer or similar, such as handling and maintaining classified information registries;
  3. Experience in handling COMSEC/CRYPTO items;
  4. Valid Personnel Security Clearance Certificate at or above the SECRET UE/EU SECRET (or equivalent) level will be considered an advantage;
  5. Experience in financial, procurement and contract management;
  6. Excellent command of both written and spoken English.

5. SELECTION PROCEDURE

7. APPEAL PROCEDURE

If a candidate considers that they have been adversely affected by a particular decision, they can lodge a complaint under Article 90(2) of the Staff Regulations of Officials of the European Union and Conditions of employment of other servants of the European Union; submit a judicial appeal under Article 270 of the Treaty on the Functioning of the EU (ex Art. 236 of the EC Treaty) and Article 91 of the Staff Regulations of Officials of the European Union; or make a complaint to the European Ombudsman.

8. SUMMARY OF CONDITIONS OF EMPLOYMENT

FINANCIAL ENTITLEMENTS

The remuneration consists of a basic salary10 and, where applicable, additional allowances11, paid on a monthly basis and reimbursements12, paid upon their evidenced occurrence.

The sum of the basic salary and the applicable additional allowances is weighted by the correction coefficient applicable for the location of the post13. The sum of usual social deductions from salary at source is subtracted from the weighted amount14. The full pay is exempted from the national income tax, but is subject to the internal income tax and the solidarity levy15.

[6] Only appropriate professional experience acquired after achieving the minimum qualification stated in point 1. shall be considered. Where additional periods of training and study are accompanied by periods of professional activity, only the latter shall be considered as professional experience. Compulsory military service or equivalent civilian service accomplished after achieving the minimum qualification stated in point 1. shall be taken into consideration. Internships will be taken into consideration, if they are paid. Professional activities pursued part-time shall be calculated pro rata, on the basis of the percentage of full-time hours worked. A given period may be counted only once;
[7] Prior to the appointment, the successful candidate will be asked to provide a Police certificate confirming the absence of any criminal record;

[13] Currently correction coefficients for the EUSPA duty locations are: 100.9% for CZ, 117% for FR, 111.5% for NL, 92.4% ES. The coefficient is updated every year, with retroactive effect from 1 July;
[14] Pension (11.10%); health insurance (1.70%); accident cover (0.10%); unemployment insurance (0.81%);
[15] Currently: income tax: tax levied progressively at a rate of between 8% and 45% of the taxable portion of the salary; solidarity levy: 6%;
[16] Please note that the numbers in examples b) and c) are indicative and net monthly remuneration varies depending on the personal, life and social situation of the incumbent. The various components of the remuneration are updated every year, with retroactive effect from 1 July.
