Position Purpose

Reporting to the Treasurer, the Senior Officer, DTR is responsible for the effective and timely raising of funds, managing the Bank’s bond investment portfolios and for the overall performance of Treasury Department functions.

Key Functions and Responsibilities

The role of the Senior Officer, DTR will involve the following:

Funding:

  • Ensure timely and cost-effective raising of funds;
  • Pro-actively monitor market developments and promote funding diversification in terms of regions sectors;
  • Coordinate bond issuance execution, including pricing, marketing, hedging and documentation;
  • Maintain and update issuance programs;
  • Market the BSTDB name to potential lenders and investors;
  • Originate, negotiate and execute bi-lateral lending facilities;
  • Maintain investor relations with bond investors and bilateral lenders;
  • Participate in rating agency discussions on funding.

Other responsibilities:

  • Formulate proposals to ALCO for funding and investment strategies;
  • Identify potential investments;
  • Manage the BSTDB’s investment portfolio;
  • Develop and implement internal portfolio analytics;
  • Execute bond transactions;
  • Value and execute derivative transactions for hedging purposes;
  • Provide support to banking units on market pricing issues;
  • Develop and maintain Treasury Dealer, arrangers and counter party relationships and trading lines;
  • Represent Treasury Department in working groups.

Required Knowledge, Skills and Experience

  • First-level University degree or equivalent in Economics, Finance, Accounting, Management;
  • Excellent working knowledge of Microsoft Office Packages, Bloomberg, Reuters;
  • Strong knowledge of financial markets and understanding of quantitative risk methodologies and fixed income analytics;
  • Excellent interpersonal, leadership and oral/written communication skills;
  • Strong analytical skills, attention to detail, a strong work ethic and ability to work effectively in a team environment and adhere to tight deadlines;
  • At least 8 years of relevant working experience in the Treasury or Capital Markets function of a financial institution, or a public institution.

Desirable Knowledge, Skills and Experience

  • Master’s degree or equivalent in the above disciplines, or MBA;
  • SAP (Treasury module) knowledge;
  • Working knowledge of a Member State language;
  • Experience in the region of the BSTDB’s operation;
  • Experience in an investment bank/international development financial institution;
  • Experience programming in VBA or a statistical package.

Minimum Requirements for the Position

For a candidate to participate in the competitive selection for this position, s/he must meet at least the following minimum requirements:

  • Education: First-level University degree or equivalent in Economics, Finance, Accounting, Management;
  • Experience: At least 8 years of relevant working experience.
