The Company

EBA CLEARING is a provider of pan-European payment infrastructure solutions. Founded in 1998, the Company is owned by 49 of the major banks operating in Europe and based on a country-neutral governance model. The payment systems of EBA CLEARING are pan-European by design and desire: they are developed in close co-operation with the Company’s multinational user community and best-of-breed technology partners.

EBA CLEARING manages and operates the payment services EURO1, STEP1, STEP2 and RT1. Both EURO1 and STEP2 have been classified as systemically important payment systems (SIPS) by the European Central Bank. The pan-European real-time payment platform RT1 went live in November 2017 and processes euro instant payments complying with the European Payments Council’s SEPA Instant Credit Transfer Scheme.


EBA CLEARING is a dynamic and multicultural company with 80 employees working in five locations in Europe (Brussels, Paris, Frankfurt, Milan and Helsinki).

The Human Resources Management (HRM) Unit is responsible for people management practices, facilitating the formation of the corporate culture, enabling change management projects in the company and adding value to business operations in the following HR processes:

  • organisation design and strategic workforce planning;
  • recruitment and staffing;
  • onboarding and new hire orientation;
  • performance management;
  • compensation and benefits;
  • talent development and management;
  • training and development;
  • leadership development;
  • employee lifecycle management;
  • HR development and HR process management;
  • employment law.

The organisational structure of the HRM Unit consists of an HR front office and an HR back office. The HR front office is responsible for managing the relationship with the staff (senior managers, middle managers and employees) and focuses on the operational HR agenda. The HR back office is responsible for the HR administration and payroll, as well as payroll accounting and controlling. The back office is also responsible for complying with internal processes, procedures and rules and with the legal and regulatory frameworks. In addition, the HR back office manages the core HR data in the HR information systems.

We are looking for a full-time qualified HR Business Partner and Deputy Unit Head to support the current team and ensure processes are optimally aligned with our business goals. The HR Business Partner will act as the single point of contact for staff, coordinate HR processes with both the HR front and back offices, coordinate incoming requests, and provide responses and solutions to ensure full accountability. The HR Business Partner will act as a change agent and Deputy Head of HR and will be reporting to the Head of Human Resources.

Main responsibilities

Your main responsibilities will be:

  • supporting the Head of HR in the smooth deployment and implementation of the HR strategic agenda and roadmap in all the above listed activities;
  • having the primary responsibility for HR matters in our Brussels office;
  • cooperating on complex and difficult HR projects;
  • consulting with line management and providing daily operational HR guidance, designing solutions for the daily operational life of the business unit;
  • supporting line managers in new employee induction and terminations of departing employees;
  • providing instant feedback to line managers about their people management practices;
  • overseeing HR administration in the business unit, facilitating and solving problems, issues when they arise;
  • handling difficult situations in the business unit and training line managers in the employee relations;
  • supporting management in elaborating individual development plans for staff;
  • monitoring and reporting on workforce and succession planning;
  • representing HR in company projects as required;
  • executing any other HR-related tasks as decided by and under the responsibility of the Head of Human Resources.

The profile

The ideal candidate will:

  • have a completed university degree in Human Resources Management (or equivalent) at Master level;
  • have at least 10 years of proven professional experience, with progressive management responsibility, and a strong track record as an HR Business Partner or as Consultant at a major consulting firm in the field of HR, including international project management, in a multi-country/cultural organisation/environment;
  • have been successful in complex business environments with a highly-qualified and diverse workforce;
  • be interested and experienced in developing others;
  • have an in depth understanding of HR practices (recruitment, talent development, performance, learning, employment law, regulations, labour relations, organisational design, facilitation etc.) and be able to proactively identify people issues;
  • have a strong knowledge of the Belgian employment law, social and tax environments; experience in German and French employment laws is a plus;
  • be IT literate with a sound knowledge of Microsoft Office (Word, Excel macros and pivot tables, PowerPoint) and HR IT software;
  • be fluent in English (native or bilingual proficiency) and also fluent in French or Dutch (full professional proficiency). Any additional European language (among which German, Italian) would be a plus.

  • be proactive, a self-starter and a team-player with an ability to adapt to changing priorities;
  • be highly analytical with efficient problem-solving skills and the ability to make decisions under pressure;
  • have strong administrative, organisational and communication skills;
  • be detail-oriented and able to manage multiple tasks simultaneously;
  • be able to maintain confidentiality;
  • be performance and results driven.
