Based in Strasbourg, France, the Council of Europe brings together 47 member states and more than 2000 passionate employees to protect and promote human rights, democracy and the rule of law throughout Europe and beyond.
Collaborating with the Secretary General of the Congress of Local and Regional Authorities, you will provide comprehensive strategic and operational leadership to give politicians the support they need to deliver far-reaching change.
Promoting democracy and ensuring that elected members’ voices are heard in decision-making, you will champion the interests of some 150,000 local authorities – so you can expect considerable influence and far-reaching impact. In particular, you will build productive relationships with governments, international organisations and civil society, guide and mentor your colleagues, facilitate cross-cultural communications and represent the Council of Europe to high-profile stakeholders.
Alongside solid international management experience, you should possess deep knowledge of issues affecting local and regional democracy, plus broad awareness of our activities. Equally importantly, you will bring real vision and strategic insight, proven ability to develop teams and a structured yet creative approach to problem-solving. Finally, it is vital that you are fully fluent in English or French and are familiar with the other language.
