The Commission for International Justice and Accountability is an innovative international NGO conducting criminal investigations in the conflict and post-conflict arenas. HQ-ed in the European Union, the Commission is active in a number of conflict zones in which it secures evidence necessary for identification and prosecution of individuals responsible for atrocity crimes. While some information about CIJA’s work in Syria and Iraq is available in the public domain, security concerns prevent us from advertising out engagement in other conflict zones. We are a diverse team of 150 men and women – lawyers, analysts, investigators and support staff – dedicated to advancing the international criminal justice system.

Under the supervision of the Director for Management and External Relations, you will be responsible for the provision of services and strategic business guidance in the following key areas: administration, human resources, finance, facilities and compliance. The Head of Administration will play a central role in the planning, preparation, implementation, reporting, monitoring and follow-up of projects within CIJA, in particular on financial and grants management side.

FINANCE, CONTROL AND BUDGETING

  • Review financial and administrative procedures in place with a view to maintaining integrity, accountability and controls;
  • Lead on the identification of, development and implementation of an ERP system for the organization or alternative ways of advancing reporting requirements;
  • Manage various types of agreements (cooperative agreements, grants, sub-grants, sub-contracts, personal services agreements, memos of understanding, etc.) and solicit legal advice when needed to ensure compliance with applicable government rules and regulations;
  • Work with Finance Manager to analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all donor segments, and oversee all financial, project/program and grants reporting and accounting;
  • Oversee regulatory and audit requirements and ensure compliance with internal and external deadlines;
  • Coordinate with Director MER and relevant staff to create and manage annual organizational budget;
  • Develop budgets for proposals in conjunction with relevant staff;
  • Ensure maintenance of appropriate internal controls, financial systems and financial procedures.

ADMINISTRATION, HR and IT

  • Work with the fundraising and project management team to manage grants and ensure grant agreement compliance;
  • Oversee risk management and legal activities, guarantee compliance with all relevant regulations by ensuring that all program-related functions are conducted in compliance with relevant regulations;
  • Support the development, implementation and monitoring of new and existing organizational plans and projects;
  • Oversee Human Resources function. Participate in HR initiatives and remain current on best practices, laws and regulations. Oversee payroll elements;
  • Lead facilities, inventory, IT systems and other administrative functions in HQ and field offices, in conjunction with relevant personnel;
  • Work with IT staff to develop and implement new processes and systems that increase financial and operational efficiencies;
  • Oversee logistic, travel, procurement, security and human resource management in the HQ and the field offices, by providing technical support and overseeing relevant staff;
  • Maintain in-depth relations with all members of the management team through demonstrated business judgment combined with an ability to effectively influence others;
  • Perform other tasks as requested by Director MER.

QUALIFICATIONS AND EXPERIENCE REQUIRED

  • Completed Bachelor’s degree required, MBA and/or CPA desired;
  • 10-15 years' of financial and operations management experience in managerial role;
  • Demonstrated ability to design and implement best practices in financial and operations management;
  • Proven experience managing the quality and content of all financial and accounting data, reporting, and coordinating audits for an organization or significant department/program;
  • Solid understanding of contracts management and compliance;
  • A track record in not-for-profit grants management, particularly in the areas of financial reporting and compliance desirable, although exceptional candidates from for-profit world will be considered;
  • Knowledgeable of best practices in human resources management;
  • Demonstrated ability to work with IT and other staff to develop and implement new processes and systems that increase efficiency;
  • Flexible and a self-starter; able to multi-task while also being highly detail-oriented;
  • Strong knowledge in financial modeling, forecasting, and advanced Excel usage;
  • Excellent analytical and abstract reasoning skills, plus excellent organizational skills;
  • Sensitivity to other’s point of view and ability to influence behavior, change an opinion, or turn a situation around;
  • Ability to run effective meetings and facilitate group discussions; to lead decision-making processes;
  • Must be capable of leading organizational change;
  • Strong English writing and speaking skills required;
  • Must be available to start soon;
