The International Institute for Democracy and Electoral Assistance — International IDEA is an intergovernmental organization that supports sustainable democracy worldwide. International IDEA’s mission is to support sustainable democratic change by providing comparative knowledge, and assisting in democratic reform, and influencing policies and politics.

International IDEA acts as a catalyst for democracy building; by providing knowledge resources, policy proposals and supporting democratic reforms in response to specific national requests. It works together with policy makers, governments, UN organizations and agencies and regional organizations engaged in the field of democracy building.

International IDEA develops, shares and enables the use of comparative knowledge in its key areas of expertise: electoral processes,constitution building,political participation and representation, democracy and development and democracy assessments.

It also addresses the important issues of gender, diversity, and conflict and security as they relate to democracy.

International IDEA is based in Stockholm, Sweden, and works worldwide through offices in New York, Brussels, The Hague, Latin America, Africa and Asia.

Context

The Global Programme (GP) implements all of the three institutional impact areas, namely Electoral Processes; Constitution Building Processes and Political Participation and Representation. GP is also responsible for the production of the bi-annual Global State of Democracy report under its Democracy Assessment and Political Analysis unit.

The Programme Officer position is under the Political Participation and Representation (PPR) programme which has the mandate to promote and support the integrity of institutions and processes of political participation and representation. The PPR focuses specifically on (a) the integrity of political parties and legislatures (inclusive, responsive, accountable political parties and legislatures) and (b) political finance and the influence of money in politics. Examples of sub-themes within this impact area include political parties(intra party democracy processes; inter-party dialogues, political parties’ strategic planning, political party innovations, ICTs and social media, gender and inclusion in political parties and politics, citizens engagement); political finance and the influence of money in politics(regulatory frameworks, oversights mechanisms/entities, digital reporting and disclosure, gender and political financing, digital and online campaigning; and parliamentary and sub-national assemblies support (interface of political party leaders and parliamentary committees, sub-national assemblies and engagement with citizens, interface of political party leaders and sub-national assemblies, gender and inclusion in parliamentary and sub-national assemblies).

The PPR supports and complements the Institute´s regional and country programmes primarily through providing high quality and policy relevant technical and advisory support; contributes to agenda setting and policy influence at the global level through high quality, policy relevant analysis and assessments; and produces global comparative knowledge resources and practical tools in its thematic areas of focus.

The Programme Officer will contribute to the overall PPR mandate in the areas of focus described above through working in particular to achieve more inclusive, responsive and accountable institutions and processes of representative democracy, specifically, political finance and the influence of money in politics and parliamentary and sub-national assemblies support.

Duties and Responsibilities

  • Contributes to the design and implementation of global, regional and national initiatives on the influence of money in politics, integrity frameworks and oversight mechanisms;
  • Manages the parliamentary and sub-national assemblies support on the interface of political party leaders and national parliamentary committees, interface of political party leaders, sub-national assemblies and engagement with citizens, gender and inclusion in parliamentary and sub-national assemblies in collaboration with the Regional/Country Programmes and other Impact Areas under the Global Programme;
  • Supports the provision of technical and advisory services in the Regional Programmes and to the partners;
  • Initiates the conceptualisation and customisation of knowledge resources/tools in response to the lessons/experiences from the regional programmes, partners and global trends;
  • Undertakes the reviews and updates of International IDEA’s Political Finance and the Gender Quotas Databases;
  • Undertakes analysis on political participation and representation, in particular the areas on the influence of money in politics, parliamentary and sub-national assemblies;
  • Supports strategic/key partnerships and contributes to relevant knowledge networks and communities of practices;
  • Contributes to the further development of International IDEA’s outreach and communications initiatives related to her/his areas of work, including updating the website and relevant social media networks;
  • Supports the mobilisation of resources for Political Participation and Representation in line with the International IDEA Strategy 2018-2022.

  • Adds value to team-based activities in his/her unit; collaborates with other entities of the Institute;
  • Acts as a model or mentor for less experienced colleagues;
  • Can be expected to travel globally to any geographical area involved in his/her projects;
  • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
  • Integrates a gender and inclusion perspective in all activities.

Reporting Line

  • Head of Programme, Political Participation and Representation.

Programmatic Knowledge

  • Has good understanding of the democracy field, to be able to approach programmatic issues in a holistic manner;
  • Has good knowledge and experience on political participation and representation with regards to political finance, the influence of money in politics and parliamentary and sub-national assemblies.

Operational Knowledge, Skills and Experience

  • Integrates a results-based and outcome harvesting approach into the design, management and evaluation of all his/her programmatic activities;
  • Has a good understanding of relevant programmatic issues in the key geographical zone where his/her work is implemented – which may imply field experience at some point;
  • Contributes to the research of information on donors and partners, preparation of reports and project briefs, identification of opportunities for initiation of new projects, and all other activities related to resource mobilization and partnership building;
  • Illustrates integrity, a collaborative spirit, a sense of achievement, and an understanding of risk management in past experiences.

  • No people management responsibility over permanent staff;
  • Acts as a model and resource for more junior colleagues including interns and research assistants;
  • May assume project management responsibilities.

  • Can explain sensitive information with diplomacy and build consensus;
  • Fluency in written and oral English is required. Any other widely spoken language in an International IDEA priority region (Arabic, French, Spanish) is desirable.

Education and Experience

  • University degree, equivalent of Master’s Degree in political/social sciences, international relations, law or development studies;
  • Minimum 5 years’ experience in the field of democracy, governance, parliamentary support and political financing within the context of an organisation working in the field of democracy and governance (national or international);
  • Demonstrated experience and knowledge of the functioning of parliamentary and sub-national assemblies, political financing and money in politics in different contexts, including democratic, authoritarian and fragile and conflict affected contexts is essential;
  • Knowledge of participatory, representative and inclusive democractic and political processes is considered an advantage;
  • Experience in facilitating participatory training and capacity development is considered an advantage;
  • Experience in conducting research and analysis and drafting papers on relevant areas;
  • Relevant field experience in any of International IDEA’s focus regions is considered an advantage.

Terms of Contract

  • International Post;
  • Two (2) year fixed term appointment;
  • EUR 4, 441 NET + benefits.
