Overview

The Head of the Liaison Office is Biogen’s ambassador in Brussels. This senior professional develops and leads the implementation of Biogen’s policy and advocacy strategy with key European stakeholders based in the capital of Europe (EU Institutions, Permanent Representations, Embassies, Political Organizations, Patient Advocacy Groups, Media, Trade Associations etc.).

Primary Responsibilities

He/She demonstrates a high level of political judgment, owns a solid network among EU stakeholders, has a detailed knowledge of the workings of the EU Institutions; significantly increase Biogen’s profile and visibility and is responsible for the management and day to day running of the office in Brussels. This role is part of the Public Policy and Government Affairs Department (PPGA) and reports directly to the Head of Europe, Canada and IPM (PPGA).

Leveraging his/her European network, the Head of Brussels Liaison Office will provide intelligence on policy developments to help tailor business strategies and generate new opportunities. The candidate will represent the company in Brussels towards external stakeholders and support planning and preparing strategic and innovative corporate activities at European level. He/she will lead the creation of position papers and policies, as well as campaigns, presentations, and analyses in coordination with relevant internal departments. He/she is responsible for advising and connecting Biogen’s business leaders to key European stakeholders and decision makers.

  • Develop and execute government affairs strategies, innovative plans and tactics, stakeholder’s engagement, legislative monitoring and coalition building, define policy positioning on priority topics for Biogen;
  • Significantly increase Biogen profile and engagement with key EU stakeholders and within trade associations;
  • Brief senior business leaders on relevant issues relating to the EU and support their attendance at high level meetings with EU stakeholders and within trade associations;
  • Identify needs and opportunities to produce public-facing policy papers on priority issues;
  • Keep track of relevant EU developments, particularly in the areas of rare diseases, neuroscience, biosimilars, IP and incentives, digital health, EU funding and ensure that these are communicated to colleagues across the organization as appropriate;
  • Contribute to coordinating projects, advocacy and policy initiatives in Europe as well as between the European affiliates, and other offices including Washington DC;
  • Represent Biogen at meetings with senior European policy makers and in trade associations;
  • Train internal audience on PPGA capabilities;
  • Shape the policy environment for neuroscience and biosimilars via innovative thinking and approaches;
  • Build and maintain a solid network among key European and national policy makers and officials;
  • Build a strong knowledge of scientific and commercial developments in neuroscience;
  • Collaborate in a cross-functional environment;
  • Partner with PPGA country leads to drive business results;
  • Prepare political and legislative environment for pipeline launches;
  • Identify innovative funding models and protect the regulatory environment for Biogen’s therapeutic areas;
  • Provide strategic advices and develops briefing material for Senior Executives.

Qualifications/Skills

  • 10+ years of experience in government affairs or public policy roles, either in house or agency;
  • Direct working experience within EU Institutions preferable;
  • Ability to think strategically, and translate this into plans for action and results;
  • Proven political judgment, and detailed knowledge of the workings of EU institutions;
  • Understanding of the pharmaceutical sector, knowledge of EU and national health decision making processes;
  • Excellent negotiating skills, and the ability to communicate effectively with internal and external stakeholders;
  • Strong networking and presentation skills. Executive presence;
  • Excellent writing skills and the ability to translate complex material and data into coherent narratives;
  • Strong communication skills and fluency in written and spoken English;
  • Significant experience of working with senior contacts within the EU Institutions;
  • Experience of working in or with NGOs, Patient Advocacy Groups;
  • Proven experience of developing and implementing successful influencing strategies;
  • Experience of working as part of an interdependent team, ideally internationally, and of quickly forming effective working relationships to deliver results;
  • Experience of working with the media;
  • Stellar political and institutional contacts in the EU;
  • Demonstrated successful track record of advocacy projects;
  • Innovative thinking, “out of the box” approach;
  • Ability to effectively and appropriately work with and influence senior management;
  • Demonstrated good judgment and ability to effectively prioritize work-load;
  • Strong business acumen, preferably related to the pharma/biotech industry;
  • Ability to work well under pressure and enjoys a fast-paced, often unpredictable environment;
  • Strong leadership skills;
  • Ability to travel, to work to tight deadlines, and on own initiative;
  • Highly motivated self-starter.

Education

  • Master Degree (MBA, political science, economics, law).
