Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


IOM’s EU Readmission Capacity Building Facility (EURCAP) - launched in April 2016 - provides a dedicated and flexible mechanism to assist the EU’s partner countries in areas such as identity management, readmission case management, voluntary return and reintegration assistance, post-arrival assistance to returnees, inter-state dialogue on practical cooperation in return, and data collection and analysis. The Facility aims to contribute to effective and efficient cooperation between the EU and its partner countries in the field of readmission through short-term capacity building initiatives in the above areas.

Under the overall supervision of the Head of the Policy and Programme Support Division and the direct supervision of the Senior Project Manager of the EU Readmission Capacity Building Facility (EURCAP), the successful candidate will be responsible for providing effective and efficient technical and administrative support to the EURCAP Project.

The position will be based in Brussels, and will be part of the Project Management Team (PMT).

Core Functions/Responsibilities:

  • Support the planning, implementation and monitoring of all EURCAP project activities in compliance with IOM internal policies and procedures as well as the requirements of the EU; carry out periodic status reviews, identify issues and inconsistencies and propose remedial actions;
  • Participate in the establishment and implementation of the project’s monitoring and evaluation framework at central and local project levels;
  • Provide technical and donor compliance support to participating IOM offices and Local Project Teams (LPTs) and verify accuracy of related documents to ensure correctness and compliance with relevant guidance material;
  • Draft and compile project technical reports and updates for submission purposes in close coordination with the Senior Project Manager and the LPTs;
  • Coordinate the maintenance of database of experts and consultants active in the fields of return, readmission and migration management;
  • Organize a well-documented and cost-effective selection, deployment and monitoring of experts and consultants to targeted countries, by developing ToRs, coordinating contracts and other procurement procedures;
  • In coordination with the Senior Project Manager, maintain regular liaison with DG Home, EU Member States, IOM Country Offices, and other stakeholders on support actions development (including budget), implementation, and evaluation;
  • Research, compile, analyse and draft information materials, presentations and talking points from various sources for reports, plans, studies, briefings, training and meetings/conferences;
  • Advise the Senior Project Manager on migration policy changes or emerging issues around practical cooperation on readmission relevant to the EURCAP Facility and IOM’s work;
  • Implement the Monitoring and Evaluation Framework, in close coordination with the PMT;
  • Monitor budget expenditures related to EURCAP activities to ensure their eligibility and cost-effectiveness, in coordination with IOM Finance Department;
  • Coordinate administrative or financial tasks to support the project implementation, including the preparation and/or processing of administrative requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure authorizations, etc.);
  • Contribute and oversee the development and dissemination of the Facility communication and visibility materials;
  • Create and maintain project filing and contribute to knowledge management efforts (policy briefings, good practices, etc.) within the Facility;
  • Undertake duty travels, participate, and present in meetings, conferences, workshops, and/or events as required by the Senior Project Manager;
  • Perform any other duties as may be assigned.

Required Qualifications and Experience:


  • Master’s degree in Political Science, Migration Studies, International Relations or a related field from an accredited academic institution;


  • Bachelor degree in the above fields with four years of relevant professional experience.


  • Minimum four years of relevant proven working experience in the above-mentioned fields;
  • Excellent knowledge of EU institutions, EU migration policies, and development cooperation is a requirement;
  • Demonstrated experience and knowledge on return, readmission, reintegration, identity and/or case management is an asset;
  • Excellent drafting and reporting skills is a requirement;
  • Experience contributing to the management of multi-country projects is a requirement;
  • Previous work experience with national, regional or international public bodies would be an advantage;
  • Demonstrated proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint.


  • Fluency in English is a requirement and French is an asset.
