Based at our Brussels office you will join our Finance team on a 3-year definite duration contract who are responsible for financial management accounting and control of all our IT activities with responsibility for multi-year, multi-billion Euro financial planning, and programmes of work funded through NATO. You will be used to working in a varied and challenging environment and be a skilled negotiator, who is confident working with Committees and Boards, able to develop and present clear financial strategy and action plans.

Role responsibilities

Resource management & policy development

  • Leads, plans, manages, implements and controls all finance and business management activities including allocation of resources to meet productivity and quality goals;
  • Builds a high performing team through ongoing team development and training to accomplish the overall goals and objectives of the Finance Directorate;
  • Ensures specific, measurable, achievable, realistic, and time-specific objectives are established for staff each year, and continuously monitors progress toward those objectives. Effectively manages accountability for results;
  • Implements and encourages change within the Finance Directorate and Business Management Division to better meet the Agency’s and customers’ expectations;
  • Assists the Financial Controller managing and improving effective policies, systems, processes and controls as required by the NATO Regulations.

Functional area management

  • Responsible for the technical supervision and directive authority over the financial managing, planning, revenue and cost management;
  • Leads the preparation of the Agency and Cost Center Financial Plans and other governance and financial planning documents;
  • Interrogate and analyse Finance data to establish status, problems and concerns regarding all financial execution reports including management of risk analysis, service level agreements and reporting;
  • Acts as a financial and business management advisor to the business units and Senior Executive Management and contributes to the development of financial policies, strategy and directives;
  • Exercises control and protects the organisation’s assets at all levels (corporate, business unit, programmes, sector components and customers; including individual projects and services or product lines);
  • Maintain analysis of trends relations in order to identify opportunities and gain market insight of financial developments and finance best practices;
  • Collaborates with other Finance Directorate staff elements to ensure the application of accounting policies and compliance with NATO’s Financial Regulations, Financial Rules and Procedures and the International Public Sector Accounting Standards applicable for NATO;
  • Assists in support of annual audits by the IBAN and in the implementation of financial aspects of the Agency strategy;
  • Stays up to date with the state of the art and new developments in the functional area assigned, and advocates/facilitates adaptation of those best practices and innovation within the Directorate and Agency.

Qualifications & experience required

  • A Master degree at a nationally recognised/certified University in a relevant discipline (e.g. Business, Accounting, Finance, Management, etc.);
  • 10 years of relevant experience involving leading and managing business operations in a technical organisation;
  • State-of-the-art project and business management processes, procedures and tools, including risk management, stakeholders management and resource management systems (ERP);
  • Demonstrated ability to work as an integral member of an executive level management team charged with developing and implementing strategic and financial plans and policies;
  • Knowledge of and experience with Customer Funding Models, particularly associated with CIS systems or services;
  • Experience in managing large and diverse teams and knowledge of NATO responsibilities and organization;
  • Excellent communication and influencing skills, able to adapt to different audiences and present clear, articulate information effectively;
  • Knowledge of English, both written and spoken, is needed and some knowledge of French is desirable.

Language skills

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is needed and some knowledge of French is desirable.
