The NCI Agency is currently seeking Service Area Owners to lead the implementation, continuous delivery, and improvement of the NATO maritime/land/air non-SATCOM wireless communications and Static Network Voice and Video Services and Capabilities.
The mission of the NCI Agency Network Services and IT Infrastructure (NSII) Service Line is to provide full lifecycle IT-Services and Capabilities to NATO Sponsors in the areas of Satellite Communications (SATCOM), Static Networks, Voice and Video (NV2), Deployable Operational CIS (OPS), and Wireless & Maritime (WM).
Under the leadership of the Service Area Owner (SAO), the WM Service Area supplies the facilities, skills and competencies required for full life-cycle support of radio systems, wireless networks, and other wireless non-satellite communications infrastructure that connect NATO static and deployed forces, with primary focus on deployed maritime forces.
Therefore, the mission of the WM SAO is the implementation, continuous delivery, and improvement of the NATO maritime/land/air non-SATCOM wireless communications Services and Capabilities.
Under the leadership of the Service Area Owner (SAO), the NV2 Service Area supplies the facilities, skills and competencies required for the full life-cycle support of those Services and Capabilities that connect NATO static and deployed forces, with priority to NATO Missions and Exercises.
Therefore, the mission of the NSII NV2 SAO is the implementation, continuous delivery, and improvement of the NSII NV2 Services and Capabilities to the NATO Sponsors.
Under the direction of the NSII Service Line Chief, but largely under own initiative you will perform duties such as the following:
Assume responsibility for the entire lifecycle of all wireless and maritime services under the ownership, management or administration of the NCI Agency in collaboration with internal and external Service Area Owners; these include, but may not be limited to:
Assume responsibility for the entire lifecycle of all Static Network, Voice and Video Services under the ownership, management or administration of the NCI Agency in collaboration with internal and external Service Area Owners; these include, but may not be limited to:
You will be required to hold a Master of Science (MSc) degree in a related discipline at a nationally recognised/certified University, and 8 years post-related experience or a Bachelor of Science (BSc) degree in a related discipline at a nationally recognised/certified University, with 10 years post-related experience. Exceptionally, the lack of a degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this post, or with military experience in a related subject.
You must hold a recognised and valid formal Project Management certification, such as PRINCE2 or Project Management Professional. The lack of formal qualifications can be compensated by the demonstration of expertise and experience in the domain.
It will be considered an asset if you possess formal qualifications in programme management (MSP) and or project management control methodology.

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.
Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:
The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
