The European Food Safety Authority (EFSA), based in Parma, Italy is looking for the Head of Global Performance Services Unit (Temporary Agent, Grade AD9).

The purpose of this call is to establish a talent pool (reserve list) that may be used for the recruitment of staff when a position becomes available and will be valid until 31/12/2020. The validity of the talent pool may be extended.


We are looking for a motivated and experienced manager with multidisciplinary understanding, with a passion for strategy design and for performance & change management.

The Unit’s mission is to steer and guide towards reaching EFSA 2020 objectives and results, and to foster and implement best-in-class methodologies for performance management.

The Unit provides a wide range of services to the organisation at strategic and operational level:

  • Strategy definition, monitoring, reporting & evaluation;
  • Corporate control and performance compliance (strategy, portfolio, budget);
  • Corporate management analysis and portfolio management solutions;
  • Quality assurance;
  • Change management & transformation support;
  • Project & process management capability.

The Head of the Global Performance Services Unit manages a team of about 12 staff members, champions a results-oriented and continuous improvement culture, proactively provides actionable insights, collaborates closely and acts as trusted partner with a wide range of stakeholders inside and outside the organisation.

The jobholder reports to the Head of the Business Services Department.

Your key responsibilities

Operations supervision:

  • Lead the development of EFSA’s work programme towards the achievement of the EFSA Strategy 2020 in order to ensure that its strategic objectives are met;
  • Co-design, in close collaboration with Senior Management, the EFSA post-2020 strategy, developing its implementation plan and subsequent performance framework following a results-based approach;
  • Monitor the organisation’s effectiveness and efficiency against an agreed set of performance indicators, ensuring knowledge capture, business intelligence and continuous improvement;
  • Develop, strengthen and monitor an EFSA-wide integrated management framework incorporating international quality management and business process management standards;
  • Champion and foster a project, process and change management culture across the Organisation;
  • Oversee the EFSA process architecture – including the mapping, monitoring and continuous improvement of processes to help create an organisation that is lean and fit for purpose.


  • Advise Senior Management with business planning activities, providing practical and creative input in the development of new business initiatives and in the design of current and future operational plans;
  • Lead, motivate and coach the Unit staff and partner with EFSA’s managerial community, providing professional advice and support and ensuring the development and retention of talent;
  • Provide strategic vision, direction and leadership to achieve the Unit’s mission, and being the main channel for the exchange of information between senior management and the Unit’s staff members;
  • Issue guidelines for policies and actions to the Unit on the basis of the mission statement, strategic plan and annual management/work programme of the department;
  • Manage the Unit’s budget, through sound planning and monitoring of the allocated resources.

Life in Parma

Parma is a lively city of around 200.000 inhabitants located in the Italian region of Emilia-Romagna. Its centre is rich in art, there are parks and architecture from different periods. Salary and benefits

EFSA can offer the selected candidate a contract of 5 years with the possibility of renewal.

The successful candidate will be recruited as Temporary Agent Grade AD9 with the basic salary starting from € 7.845,39 monthly, subject to an annual review of remuneration provided for in Article 65(1) of the Staff Regulations.

In addition to the basic salary, EFSA offers a range of benefits:

  • Various allowances to which the successful jobholder may be entitled, such as a household allowance, expatriation allowance (16% of basic salary), dependent child allowance and education allowance. The salary is subject to a Community tax deducted at source and staff members are exempt from national taxation;

You must satisfy the following requirements on the closing date for submission of your application:

I. Eligibility criteria

1. General requirements

  • Be national of a Member State of the European Union, Iceland or Norway;
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by laws concerning military service;
  • Be physically fit to perform the duties linked to the post;[1]
  • Have a thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU language;
  • Meet the character requirements for the duties involved.

2. Qualifications

a) A level of education which corresponds to completed university studies of at least four (4) years attested by a diploma;


b) A level of education which corresponds to completed university studies of at least three (3) years attested by a diploma [2], and in addition at least one (1) year of professional experience.

3. Experience

At least twelve (12) years of proven professional experience [3] acquired after having obtained the qualifications mentioned in point 2 in positions corresponding to the nature of duties of the vacant post. Out of these twelve (12) years, at least six (6) years must have been gained in management functions (Head of Unit, Head of Sector, Team Leader or equivalent).

II. Selection criteria

1. Technical Competencies

i. At least 6 years of proven and recent professional experience in a people management role (Head of Unit, Head of Sector, Team Leader or equivalent), preferably gained in an international/multicultural environment;

ii. Proven experience in strategy design and monitoring, preferably in scientific and/or regulatory organisational contexts;

iii. Proven experience in corporate control and in setting-up, monitoring and improving a results-based performance framework;

iv. Experience gained in or working with the public sector and in an international/multicultural environment;

v. Knowledge of international quality management and business process management standards;

vi. Concrete experience in fostering change at an organisation-wide level;

vii. Ability to maintain a high level of professional ethics and integrity.

Remunerated PhDs acquired in a field relevant to the job description can be counted as professional experience up to 3 years. Paid traineeships are counted as working experience.
