The NATO Communication & Information Agency is recruiting for a Senior Data Scientist to join their dynamic team based in The Hague. The Agency’s team of international professionals, from 29 different nations are technology experts in their chosen fields and collectively our role is to help protect the lives of 1 billion people, contributing to maintaining world peace.

If successful, you will join our newly established Data Science team at an exciting time. Working as part of the wider Service Strategy team you will support the analysis of NATO’s data, capitalising the value of NATO’s data holdings, bringing value to the decision makers across the Alliance and enhancing their decision support tools. The team provides a wide spectrum of services including identification, sourcing and exploitation of cutting edge and disruptive technology. You will be involved in a variety of projects leveraging big data analytics, machine learning, artificial intelligence and visual analytics.

Role Responsibilities

Under the direction of the Section Head, you will perform duties such as the following:

  • Support and assist data analysis across the Agency and NATO to process, analyse and learn from NATO’s data;
  • Oversee the extraction, transformation, loading (ETL) of structured and unstructured data;
  • Advise and develop data science approaches in conjunction with data analysts;
  • Contribute to machine learning initiatives across the Agency and NATO through selection and development of tools, processing training data, performance assessment and enhancement of machine learning techniques on diverse datasets;
  • Propose modifications to machine learning and data science toolsets and metrics, including implementation of data science approaches;
  • Coordinate and support other NATO Bodies with their data science needs;
  • Take responsibility for the control, update and distribution of processes and procedures related to data science, including those for ETL and data lakes working with system owners to ensure data is readily available;
  • Stay up to date with new developments in data science and bring innovative ideas of others into the implementation;
  • Develop and maintain good working relations with the stakeholders community, including industry and academia;
  • Promote the capabilities of the functional area within the Agency through two-way dialogue and input based planning processes;
  • Deputize for higher grade staff, if required.

Person Specification and experience required

Applicants should possess a combination of relevant qualifications and practical experience:

  • A degree at a nationally recognised University in a relevant discipline (such as; Data Science, Mathematics/Statistics, Computer Science or Engineering):
    • Master’s Degree and ideally 5 years practical experience;
    • Bachelor of Science degree and ideally 7 year’s practical experience;
  • Lack of a degree may be compensated by a lower academic qualification combined with at least 12 years’ of experience.

Ideally, applicants will possess the following knowledge, experience and skills:

  • A deep understanding of the use of data science concepts including mathematical and statistical model, machine learning, deep learning, data engineering and data visualization;
  • Experience of working within a Big Data ecosystem; e.g., Hadoop, MapReduce, Spark;
  • Experience with state-of-the-art data science, analytics and data integration tools/programming language, for example: Splunk, KNIME, SQL and No-SQL databases;
  • Experience with machine learning tools/AI; e.g., Watson, Microsoft Cognitive Toolkit, TensorFlow;
  • Experience in statistical packages, including R and/or Python;
  • Use of data presentation tools including Microsoft Power BI;
  • Planning and maintaining data marts and ETL processes;
  • Experience of using data to drive commercial and/or actionable insights;
  • Proven ability to effectively communicate orally and in writing, with good briefing skills.

The following will be considered as an advantage:

  • Working knowledge of and experience with best practice business management standards, methods and frameworks such as: TOGAF, COBIT, ISO 9001 and 19600, MSP, Prince2, ITIL;
  • Technical leadership in project or process environments;
  • Service delivery within a service oriented organization.

  • Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCI Agency offices;
  • May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.

Language Skills: A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable. NOTE: Most of the work of the NCI Agency is conducted in the English language.
