The European Free Trade Association (EFTA) is the intergovernmental organisation of Iceland, Liechtenstein, Norway and Switzerland, set up to promote free trade and economic integration between its members, within Europe and globally. The EFTA Secretariat provides services to the EFTA Member States.

At the duty station in Brussels this mainly entails support in the management of the EEA Agreement and assistance in the preparation of new legislation for incorporation into the Agreement. The Secretariat also assists the Member States in the elaboration of input into EU decision making.

The Goods Division is one of the substance divisions of the Secretariat and is responsible for serving the EFTA States in the area of free movement of goods.

This position is open to nationals of one of the EFTA Member States (Norway, Iceland, Switzerland and Liechtenstein).

We are looking for a highly motivated and qualified candidate to take on the challenging post of officer responsible for harmonisation of technical regulation, standardisation, conformity assessment and marking, as well as relevant TBT issues. The successful applicant will contribute to the policy-making at European level, and will represent EFTA in the European and international dialogues in the relevant areas.

The post entails keeping an overview and being involved in a large number of policy fields in order to facilitate and contribute to the cooperation between the relevant EU and EFTA experts. The incumbent has the role as secretary to the EFTA TBT Committee that reports directly to the EFTA Council. The successful candidate will coordinate and assist the EFTA States in policy development at European level as well as analyse and communicate new relevant EU policy or legislation. Building networks with a variety of organisations and representatives of different levels, is an important part of the post. He/she will represent EFTA at General Assemblies and other meetings in the European Standardisation Organisations (CEN, CENELEC and ETSI) and in European Accreditation.

He/she will facilitate the integration of new legislation into the EEA Agreement in the relevant fields by ensuring the co-ordination and support services to the relevant EFTA working groups and expert groups.

The successful candidate must be willing to take on other tasks as required.

Qualifications and experience

  • University degree or equivalent;
  • A minimum of five years of relevant work experience in a national administration, an international organisation or in the private sector;
  • Solid knowledge of EFTA, the EEA Agreement and the relevant policy areas;
  • In-depth understanding of the EU structure, EU decision making, European integration and international trade.

  • Fluency in written and spoken English;
  • Knowledge of French and other EU or EFTA languages would be an asset.

Employment Terms

Grade: A4
Annual starting salary: EUR 90,246

Appointments are normally made at the first step of the grade. The Secretary-General reserves the right to appoint a candidate at a level different from that advertised. Through its recruitment policy, the EFTA Secretariat wants to ensure diversity in terms of gender, age and culture.

Salaries and related payments are exempt from taxation by the EFTA States, and as regulated in headquarters agreements, in the EFTA host states. Depending on the candidate’s family status, benefits and allowances may apply.
